Default 1995 GP GTP lights pulse

Hello everyone, I just bought a 1995 Grand Prix GTP last week and I'm already in love with the car. However! It has a few things that could use some fixing. First and foremost, the lights on the entire car pulse for some reason. By this I mean the headlights, the entire dash, radio, interior lights, tail lights, quite literally everything. The lights pulse faster and slower depending upon the RPM's of the engine. On top of this, the battery light flashes on and off on my dash through most of the trip. At first I thought either battery or alternator. However, the car never fails to start, so it doesnt seem like the battery. We checked the battery with a voltmeter. It reads just over 12 volts when the car is off, just over 15 when running. This makes me think the alternator is working just fine. I am honestly at a loss here. Anyone have any ideas? Also, I'm not car illiterate, but I'm definitely no expert, so if you could keep things in easy to understand language that'd be wonderful :-P. Thanks everyone.

well you said it shows 15 when running down the road... 14.8 would be the correct amperage. it does sound like the amperage is going from low to high at a pulse rate. the meter in your car will not read that. it will only show if it is chargeing or not. if you have a fluke meter, or a meter that measures voltage, it will show you the pulsating currrent....
